One reason for relatively few motions being listed is that the Board often discusses a topic, gains information, and may not need to have a formal vote or motion — especially if it is clear there is no disagreement among the Board members.

BOARD VOTE: Three seats were up for election. Three persons came forward as candidates: Bradford Kellogg, Horacio Pugliese and Christopher Short. Details were read to ILDA Members at the General Business Meeting. Since no election was needed to be held, the three candidates were elected.

NON-BINDING POLL: "Who is interested in adding a Laser Mapping category to the ILDA Awards?" Most hands were raised.
MOTION: By Tim Walsh, that the Board look into improving the ildamember.com search feature so all Members in a state can be found. Seconded, but not voted because Brian said the Board would take this up. [The issue: In ILDA's database, Members may list their state in various ways such as "Texas", "TX" or "Tex.". A search for one version will not find the others. The solution occurred on October 3 by restricting US Members to use a list of standardized state abbreviations.]

Career Achievement Award: Four additional award nominations have been submitted. There are seven total now.
ILDA Artistic Awards: The ILDA Artistic Awards was delayed slightly due to illness of one judge. This judge submitted their results last Thursday July 9 so completion and notification are being finalized.
ILDA Offline: The ILDA Offline video/picture clip compilation for use at the annual meeting will be prepared.
ILDA Conference: Travel is difficult even within the US. The recommendation from the Conference Committee is to cancel in-person 2020 meeting. Christine Jenkin suggested saving the facility location for 2022, following London in 2021. This was agreed by the ILDA Board.
ILDA Bylaws still require for the election of officers and a business meeting to be held. This would be done virtually. Additional discussion of how to handle awards and other matters will be discussed at the August meeting in more detail.
Motion: Brian Gonzalez made a motion to replace the in-person 2020 ILDA Conference with an online conference. This was seconded by Brad B./Roberta M./Olga E. The motion passed.
NY State Laser Safety Regulations: Roberta M. recapped discussions with an ILDA Member who wants to have a discussion with NY regulators.
Insurance policy for ILDA Members: This issue is on hold, but not abandoned. Underwriter not willing to take us at this point. Roberta said that Safety Alliance said a year ago that they were happy to insure as long as you don't mention lasers.
Safety discussion: At the prior meeting, it was discussed that one member's discussion on safety might be benefited by holding a larger group discussion on the topic. After further discussions with the individual, this topic was concluded without further action.
NEW BUSINESS
ILDA position on diversity: A new diversity ILDA web page is live. Patrick Murphy proposed having a group of volunteers identify how ILDA and perhaps the related organizations can be of help.
Motion: Brian Gonzalez moved to form a Diversity Committee. This was seconded by Roberta McHatton. The motion passed.
Videoconference ILDA Board meetings: Zoom or similar will be used for these meetings going forward, instead of the teleconference system ILDA has used for over a decade. Connection information will be provided to Board members in advance of the August meeting.

ILDA Awards Update: Awards have been reviewed from 39 ILDA members including 199 artistic entries, 5 general technical and 1 IDN submission.
Patrick Murphy indicated that he wanted to pick some of his favorites (“ILDA Special Mentions” or “Patrick's Picks”) to highlight non-winners that had something 'special that ultimately didn't make the cut'. Brian Gonzalez indicated that he wanted to consider how to position this and added that the ILDA Awards Committee should weigh in.
Career Achievement Award: No new nominees this year. A second call to the end of June for nominees was agreed.
Motion: A motion to make a second call for the CAA was made by Brian Gonzalez and then seconded by Roberta McHatton. The motion passed.
Patrick committed to sending a notification to members after discussing with the Awards Committee.
A “Special Achievement Award” was conveyed to the recipient in conjunction with the Board's approval last month.
ILDA Conference: A variety of issues affecting the planning of an in-person ILDA conference were discussed including costs, how other similar events were being planned, the timing of the event and cancellation options if that becomes necessary.
The challenges for having non-US participation for a meeting in the US was also discussed. It was agreed by the Board that polling members for further input was required.
Motion: A motion to poll ILDA Membership to determine if Members would be likely to attend was raised by Brian Gonzalez and seconded by Roberta McHatton. The motion passed.
Virtual Business Meeting: If ILDA holds an online Conference, at a minimum, ILDA will need to have a Zoom meeting for the required ILDA Business Meeting.
NEW BUSINESS
PPP loan: Patrick Murphy indicated that he will be providing some information for the PPP loan from last month to qualify its proper use.
Safety Discussions: A couple of members have issues with safety and Greg Makhov has agreed to sit with those members to discuss them. Patrick Murphy suggested opening this discussion to a larger audience if appropriate and the Board was supportive of the idea.

ILDA Conference: The ongoing pandemic and its effect on meetings was discussed. It was decided to wait another month to see if the November timeframe was still possible.
ILDA Awards Update: A few Award entries have come in. More are expected in the last two weeks before the May 31 deadline.
ILDA Offline Awards Update: Patrick Murphy gave an update of the ILDA Offline Awards, which were devised and sponsored by Richard Gonsalves. This took a significant amount of work for both Patrick and Richard.
EU Regulatory Committee: The person appointed chair of the EU Regulatory Committee has left ILDA and therefore will not be heading up this committee. No new chair or committee members have been solicited.
NEW BUSINESS
Special Achievement Award: Patrick Murphy proposed a "Special Achievement Award" for a non-ILDA Member who made a significant contribution to the laser display field. The criteria for this award are here.
Motion: The Board discussed and voted to give this Award. The recipient will be publicly announced along with the other ILDA Award winners later this year.

ILDA Conference Delaware/Philadelphia Option: Christine Jenkin and Brad Billet provided an update on a US Delaware-based conference location option, near Philadelphia. It would be hosted by Brad Billet at the executive banquet facility he manages. Transportation, general pricing, cultural tours, time-frame feasibility and this location's merits as compared with other options were discussed. The Conference Committee recommended committing to Delaware as the location for the 2020 ILDA meeting.
Motion: A motion was made to approve committing and announcing the conference to ILDA members in Delaware/Philadelphia by Roberta McHatton and seconded by Brian Gonzalez. The motion passed.
Tentative dates were set for Saturday, 7 Nov – Wednesday, 11 Nov
Discounted Laser Safety Classes: An update was provided for holding discounted laser safety classes.
Motion: A motion was made to offer discounted laser safety conferences. The motion was seconded and passed.
The pricing structure for these classes was discussed and will be decided after further review.
NEW BUSINESS
Laserist Communications and Industry Assistance during the Pandemic: The ILDA Board discussed if there were means to provide guidance or updates. It was unclear how content could reasonably be acquired and compiled.
EU Regulatory Committee Chair: This is an ILDA position which is currently unoccupied. James Stewart (member of IEEE) volunteered to fill this position.
Motion: A motion was made to approve James Stewart as EU Regulatory Committee chair. The motion was seconded and passed.

OLD BUSINESS
ILDA Conference: Due to the coronavirus impact, a large number of conferences/events are currently being canceled or rescheduled world-wide. These are primarily March and April events. Some of these events are being rescheduled for the June–August time-frame.
For ILDA, the preferred plan pre-coronavirus pandemic was to do have the 2020 ILDA annual meeting on a cruise. But due to the current environment and along with input from an ILDA survey, other options were discussed by the Board. This conversation will continue with other ILDA Committee members and again with the Board in on 21 March.
Motion: Brian Gonzalez moved table the Conference discussion for 2 weeks. This was seconded by Brad Billet. The motion passed.
Expanding Membership: The Board discussed various approaches to expand membership with a focus on expansion of larger laser companies which are not currently ILDA members.
IDN Recording/Artist Release form: The draft Artist Release form was distributed to ILDA members for comment. At this time there has been very limited feedback on this form.

ILDA 2020 Annual Conference: A sponsor for 2020 has not been secured. Alternatives to host a conference including holding a hotel based meeting in Orlando (without a sponsor) or a holding it on a cruise are being considered as alternatives.
ILDA Artistic and Technical Awards Entry Deadline: The deadline will be pushed back to May 31. The revised timeline is available on the ILDA website. Participants will be notified of the results at the same time-frame as prior years as the judging and other related activities will be accelerated to accommodate the later submission deadline.
IDN Recordings/Artist Releases: The draft Artist Release Form is about to be released to ILDA members for comment. The form is already located on the ILDA website.
NAMM Conference: ILDA President Brian Gonzales attended the NAMM conference this year in a non-ILDA capacity) and indicated that he believed that in future years if an ILDA safety course were offered, it would likely be attended. It was also his opinion that an ILDA booth, however would not likely draw much interest unless it was paired with a show.
NY Long term Installation Variance Pilot Program: This new type of variance is available to anyone in NY that will have a show running for 30 days or more. An LSO should be present at all shows who would train the operator who would actually run the show. The primary contact's information is available by contacting ILDA Board member Roberta McHatton.

Laser Safety Course Update: The latest laser safety class was held during the nighttime hours (US time) to accommodate a wider range of participation from members outside the US. Training courses are and will continue to be held approximately once a month at varying hours in order to continue to accommodate a wide range of schedules.
Extending ILDA Membership: ILDA director Patrick Murphy suggested a program to recruit larger laser companies that are not currently members. Patrick will compile contact information along with input from additional ILDA Board members. [Note: This was shelved in March 2020 after the pandemic shut down events including large laser shows and productions.]

Potential New Variance Requirements for NY Permanent Installation: There is a new set of variance requirements in trial with an off-Broadway production specifically intended for permanent installations or long-running shows. Details of this trial were discussed by the board.
Other Upcoming Lighting/Laser Conferences: The potential for ILDA to attend additional trade conferences other than just LDI was considered by the board including NAMM, and InfoComm. Some Board members will attend such trade conferences in a non-ILDA capacity and report back as to the potential for ILDA to attend in an official capacity in future years.
ILDA Discord Channel: This introduction of a text/picture/audio/video communication application will provide yet another way for members and non-members to communicate with ILDA. This was successfully trialed at the 2019 ILDA Meeting and is expected to be introduced as a permanent environment shortly.
IDN Recordings/Artist Releases: The current state of the IDN Recording policy and artist release was discussed. Motion (by Brian Gonzalez): Assuming no major comments, a motion was made to release for comment to general ILDA Membership and seconded by Brad Billet. This motion was approved.

Potential to Delay Deadline for ILDA Awards Submissions: A proposal was made to discuss delaying the ILDA Awards entry deadline by one month (possibly two). The merits of this proposal were discussed and it was decided that it should be considered further with the input of the ILDA Awards Committee.

LDI trade show: ILDA participated in the LDI trade show. ILDA had a booth, primarily staffed by Patrick Murphy and Brian Gonzalez. Patrick Murphy taught a laser operator class and a laser safety officer class at LDI, plus a private LSO class in Las Vegas shortly after LDI closed. ILDA also provided the Laser Safety Officer for the LDI show, who inspected booths and helped resolve any safety-related issues.
Business Continuity: A discussion of how to address loss of a key person either in the short term (e.g., as an instructor or LSO for an event) or in the long term (permanent disability).
ILDA Discord Channel: The Board discussed the potential to enable the sharing of content in real time using Discord chat communication software. This tool was successfully employed in the artistic session at ILDA 2019. Motion (by Roberta McHatton) to make the ILDA Discord channel made public for ILDA members to use, seconded by Christopher Short. The motion passed.
IDN Recordings/Artist Releases: The current state of IDN Recordings and Artist Release statements was reviewed. The board reviewed various scenarios and how to address them. Motion (by Brian Gonzalez) to release the next revision to ILDA committee members (only): This was seconded by Roberta McHatton. The motion passed with unanimous approval. Next steps would include sending this draft process to ILDA members for comment.
2020 Potential Host: ER Productions is expected to propose a hosting plan for Jan 2021. No further information was provided regarding a 2020 host.

Skyzan Software: Skyzan licensing was sponsored for 2019-2020 by Roberta McHatton's company Laser Safety Services. The Board thanks her for this, as her sponsorship makes Skyzan available for free to ILDA Members.

NEW BUSINESS
IDN Recordings: An ILDA Corporate member raised concerns with the recording of shows using IDN during the November conference. The member furthermore expressed concern with ILDA endorsing a tool/protocol which can be used to digitally copy content including utilization of cues and other content which they may not own. A formal written request was received by the member to delete any such recordings made during the ILDA meeting with their software as such recordings may contain content restricted by the End-User License agreement and/or any associated copyrights and restrictions.
A series of recommended actions and responses were discussed and agreed including re-issuing a statement from ILDA’s Bylaws indicating the organization does not condone piracy or copying content that they may or may not have rights to. Furthermore, any content recorded at the ILDA meeting from this member’s software package will be deleted.
ILDA Representation Coverage: There was a brief discussion of coverage at ILDA formal events in the event that a ILDA Board member or staff could not attend as planned.
2020 Potential Host: A potential host for 2020 was raised. This will be investigated further with the inclusion of Patrick Murphy and Christine Jenkin.

Board Membership: Brian Gonzalez and Roberta McHatton’s seats were up for election. Both Brian and Roberta elected to re-run. A third member was nominated, but turned down the opportunity to run. As such, Brian and Roberta shall remain on the board for 2020.
ILDA President Election: Two ILDA Board members are running for president (Brian Gonzalez and Christopher Short). Both candidates will make a statement during the general business meeting followed by a paper ballot.
Election for ILDA Secretary: David Kumpula expected to re-run. A call for additional candidates will be asked for during the General Business meeting.
Lase-off/Awards Room Set-up: Early room set-up issues were discussed along with future mitigation guidance.
ILDA Participation in Industry Conventions/Expos: ILDA’s participation at LDI in November including coordination of ILDA’s set-up and manning of the ILDA booth was discussed.
ILDA Committee Participation: During the General Business Meeting there will be encouragement for members to join and participate in the various committees.
LSO Class: The LSO class was concluded today and went well. An audience scanning safety class (the first since 2017) was completed as part of this course.
Committee Reports: Committee reports will be presented by their associated leaders during the meeting.
Future Conferences: ILDA needs to find a sponsor for 2020 or discuss having a meeting every other year. This issue will be discussed with the ILDA Membership at the General Business Meetings. ILDA meeting coordination with major conventions (e.g. LDI, NAM, Planetarium conference, etc.) will also be discussed at this time.
Safety Software Sponsorship: Will ask if anyone else wants to sponsor Skyzan during the General Business Meeting.
Other Sponsorships: Requests for other sponsorships such as bags, swag, etc. will be raised during the meeting
Guinness World Record for Lasershows: Membership will be asked to participate in regards to the ILDA recommendation to Guinness regarding what constitutes the largest laser show (e.g.s number of beams, number of projectors/devices, total output wattage).
General Board Administration: There was a discussion on the various approaches to operating the Board including formality and their associated pros and cons.
ILDA Membership Participation: During introductions at the ILDA meeting, attendees will be asked to detail what they expect to get from ILDA and how they can participate

2019 ILDA Conference: Various discussion topics are being investigated and detailed including:
FDA/CDRH: The attendance of the FDA/CDRH is still expected but not finalized. If approved by FDA, Will expects to be present, arriving on Saturday. The FDA expressed that they would prefer a roundtable format. It is expected that someone will be there who is knowledgeable on laser imports.
Attendance: Thirty people are currently registered for the conference. Shortfall of rooms (96 room nights were anticipated and we currently have 65). The Board and Conference Committee Chair recommended a few options to increase future attendance and will follow up on some of these ideas immediately.
Outdoor Laser Show Guidance: Pending FAA participation this topic listed as a point of interest.
Equipment: Pangolin kindly volunteered to provide laser hardware. Derek and Horacio will be providing the same equipment as used in recent years. The board thanks them all for their generosity and support.

2019 ILDA Conference: Various discussion topics are being investigated and detailed including:
FDA/CDRH presentation: This topic is still being discussed, but it is anticipated that their presentation will be composed of two parts, one focused on artistic and shows related personnel and another session geared towards manufacturers of laser projectors/equipment.
Outdoor Laser Show Guidance: This is a topic that Roberta M. will present jointly that focuses on how to fill out FAA outdoor laser show forms including when they are required, nuances involved with filling out the forms, etc.
NEW BUSINESS
LDI: ILDA will be present again with a booth. Potential incentives to join ILDA, focus on where ILDA can add value to members and other related issues were discussed.
Prolight+Sound Middle East: There may be a possibility for ILDA to attend the Prolight+Sound conference in Dubai. Viability including available booth space, potential presentation topics, etc. to be determined.
Laser Safety: Greg Makhov will be giving a laser safety presentation to the Orlando Fire Department and will be joined by Patrick.
Online Laser Safety Officer Course: This course will be provided on the 20th. Please notify anyone who may be interested.
Airline Laser Safety: Airbus paid to have Patrick Murphy fly to London in order to film a laser safety presentation for their online blog. Note: Associated expenses were reimbursed by Airbus.
ILDA ‘Kudos’: Patrick relayed the gratitude provided by one ILDA member for ILDA’s facilitation to connect requestors of laser related services to laser service providers.

2019 ILDA Artistic and Technical Awards: An update was provided on the ILDA awards notifications including a discussion regarding notifications to awards winners, and supplemental information provided to entrants who submit content for consideration.
Laserist Insurance: Brian provided additional details for securing an insurance provider that could be used by ILDA members worldwide. Additional research and discussion will be provided going forward.
2019 ILDA Conference: The conference has been posted. No other news significant updates or changes were reported.

Laserist Insurance: An overview was provided regarding an attempt to secure optional insurance policies covering laserists. Additional information will be required to discuss this potential at the 2019 ILDA Conference.
Regulatory and FDA/CDRH Inspections and Variances: There was a discussion of requests made of the CDRH for all current ILDA variance holders. The FDA has yet to provide this information.
2019 ILDA Artistic and Technical Awards: An overview of the current state of the 2019 ILDA Awards was presented. Results from the judges are expected by June 23rd.
The Laserist magazine: A discussion whether or not to publish a 2019 version of The Laserist. Options will be provided at a later date.
2019 ILDA Conference: The current state of the 2019 ILDA Conference was discussed including requests made by ILDA members.
LSO Certification: Additional training, both on-line and in-person continue to be available. Recently, Switzerland has imposed new laws requiring Laser Safety Officer (LSO) courses. ILDA members are working with CH to provide guidance.

The Laserist magazine: Was mailed in January, most everyone should have received it in the mail by now.
ILDA Conference: Original London host could not do the 2019 Conference. Recommendation from the Conference Committee for ILDA to self-host the meeting in Orlando at a Disney hotel instead of in London as previously planned.
ILDA Secretary: Discussion of two persons wanting to be Secretary at the 2018 General Membership meeting in Montreal.
Motion: To amend ILDA's Bylaws to allow the Board to elect or appoint one or more Secretaries and such other Officers as they may determine. Motion seconded and passed. Note that this amendment goes into effect immediately and must be ratified by the Members at the 2019 General Membership meeting during the ILDA Conference.
NEW BUSINESS
LSO-related Course: A union in Chicago wants a course for 17 people on laser show safety inspections. Patrick can develop this from ILDA's current LSO course.
LSO Exam: Brief discussion of perhaps having a standardized Laser Safety Officer exam, for laser light show LSO classes (both ILDA and non-ILDA who want to participate).
Japan Symposium: Report from Patrick Murphy on speaking at the first "International Symposium on Laser Pointer Safety" in Tokyo. Patrick was one of 4 total speakers (US, Sweden and 2 Japan) invited by the Japanese Optoelectronics Industry and Technology Development Association.
ILDA Membership Value: Discussion of pros and cons, and general worth of ILDA Membership to laserists.
FDA: Brief discussion of how FDA handled laser light show submissions during the December 22, 2018 - January 25, 2019 U.S. government shutdown.

ILDA Secretary position: There were two candidates for Secretary who nominated themselves at the November business meeting during the ILDA Conference. Discussion of how to select. ILDA Bylaws say Members need to vote on this. Decided to send an email to Members.
Recording at Lase-Off, Awards: Discussion of recordings made using IDN at the Lase-Off and/or Awards during the ILDA Conference. Recordings will be deleted upon asking. ILDA needs a policy. Input requested from the Technical and Awards Committees before any Board vote.

Laserist magazine status: Patrick Murphy added two pages to The Laserist magazine that will be coming out in December 2018. One page with a list of ILDA Award winners, another with a thank you to all who helped put on the Conference.
Conference dates: Discussion of whether the Conference could or should be moved to a different time of the year (currently late October/early November.
ILDA Award mailing: Discussion of an ILDA Member who was not at the Conference to receive their Award, who was billed for the postage to send the Award, and who subsequently went on Facebook to complain (they did not contact ILDA). Patrick Murphy noted that the ILDA Award entry rules specifically state "If you cannot attend the Awards Presentation, there is a charge for mailing the trophies to you. This includes the actual mailing cost plus a small packing/handling charge (it was USD $10 last year). Usually we send via an economy service such as U.S. Postal Service International First Class to keep your costs down.” Patrick to go on Facebook to explain this to the person and others reading about it.
ILDA LSO courses: Discussion of LSO courses not taught by ILDA. ILDA can give ILDA's LSO test to persons who took those third-party courses, for a fee (not determined). If they pass they can go on the list of people who passed the LSO course.

Awards: Richard Gonsalves. 2018 Awards judging was done online by Members. More Members entered than before — 47 Members with about 150 entries.
ProComm Projector - Horacio Pugliese 60K standard wanted. Standardize voltages for interlocks and e-stops. From the floor, a request for a standard projector front mount for optics, barn doors, effects.
Regulatory: Brian Gonzalez. FDA has increased inspections.
